Harassment Policy
Anime NebrasKon would like to remind everyone that we are all here as a community to have fun. Harassment of any kind will not be tolerated. We ask that as a community we all respect each other as individuals. If during the convention you feel your safety or enjoyment are being infringed upon, please feel free to come talk with any staffer. Your safety and fun are our top priority and concern. - Harassment is to be defined according to Nebraska and Iowa state laws, referenced here: NEBRASKA & IOWA
- For quick reference purposes, Harassment can be defined as repeated, purposeful, malicious attempts to threaten, annoy, follow, stalk, intimidate, alarm, or impose unlawful or unreasonable restraint on one’s personal liberty as defined by the State of Iowa, the State of Nebraska, or Anime NebrasKon.
- Any staff member, attendee, or individual on the premises of the convention (or other event being run by Anime Nebraskon) are to be subject to this policy as defined by the above laws or Anime NebrasKon Policy.
- Potential violations of this policy are to be brought to the nearest member of staff, to then be brought to a member of Attendee Relations, Operations, or other member of leadership as detailed below.
- Instances of harassment are to be recorded via the Incident Reporting form per the Policies and Procedures for Incident Reporting policy.
- Responses to the Incident Reporting form are monitored and viewable only to the Convention Chair and Vice Convention Chair of Anime Nebraskon.
- Infractions for Attendees or other non-staff party are to be handled as follows:
- First Offense: Attendee is to be pulled aside and given verbal warning from a member of leadership staff. At this time, an incident report is to be filled out and a member of Attendee Relations or Operations Leadership is to be notified and the attendee’s information is to be added to the recording sheet.
- Second Offense: Attendee is to be brought to a suitably private location, such as convention operations, where a discussion will take place with Attendee Relations leadership, Operations Leadership, and if necessary Con Chair and/or Vice Con Chair about the attendee’s behavior and corrective measures. The attendee will be notified of the consequence for continued violation of policy. If attendee is not willing to cooperate, proceed to tier 3, ‘Third Offense’.
- A member of leadership other than those listed should only be used to complete this policy if the listed personnel are unavailable, to ensure proper documentation is kept and the chain of contact for that documentation is as short as possible.
- Third Offense: Attendee will (with authorization of con-chair/directors) have their badge revoked and, if necessary, be escorted from the premises (with an off-duty officer present, if necessary).
- Instances of Harassment perpetrated by a member of Anime NebrasKon staff are to be handled differently than those of attendees, to reflect the higher standard of behavior expected of staff members, as they are representatives of Anime NebrasKon.
- Infractions for staff members are to be handled as follows:
- First Offense: Staff member is pulled aside for discussion of behavior with Operations and/or higher leadership, as well as their direct leadership and/or any member of their leadership chain-of-command. Discussion will include whether or not reparations are required or sought by the offended party/parties, and the staff member will be informed of the consequence for further offenses.
- Second Offense: Proceedings will begin to revoke the staff member’s badge and remove them from staff as detailed in the Disciplinary Policy, to be completed by the Con Chair or Vice Con Chair.
- Instances of harassment are to be recorded via the Incident Reporting form per the Policies and Procedures for Incident Reporting policy.
- Anime Nebraskon Reserves the right to escalate the enforcement of this policy to a higher tier, regardless of whether the previous tiers have been completed, provided circumstances justify a more serious response. In order to escalate infractions described in section 2, subsections “b” and “d”, multiple members of leadership must agree.
- To prevent a single department/committee making the decision unilaterally, the other members of leadership can not be in the same chain of command. (see Chain of Command policy and Org Chart)
- The other members of leadership must not already be occupied with other issues.
- Afterward, an Incident report must be filled out by each member of leadership involved.
- Anime Nebraskon understands that it can be difficult for people to come forward about harassment, and more difficult still to describe what happened or identify the parties involved. Care must be taken to ensure that we are being courteous to those that come forward as well as not unfairly harsh to the parties involved. Effort should be made to ensure the entire story is known before judgment is made.
